The story can win again after six awards, which is one year. This seems like a sub-optimal solution to me. Is there a way that is not too labor-intensive to have the system tells us on the Voting page which ones are not eligible? There seem to be a lot of steps in finding that out on each story. Also, for how long can a story not win again? Like can Meaning of One will never be Best Drama again? Seems like there should be a finite time period to give others a chance but also opportunities for truly awesome stories to have repeated recognition.
