Maybe, the Tormentor could be thinking the opposite of what they are thinking. Maybe, he/she wants to torment them without anyone knowing who it is.
Then again, I could be totally going in the wrong direction.
Any way, I liked this update and look forward to the next one.
Author's Response: I'm quite certain he/she wants to remain in the shadows, enabling them to torment the family longer. The only hope for the Potter-Weasley clan is that someone has a clue which will lead them to the culprit.

With the security they have in place and can get no leads, I am not sure if the public will have seen anything. But then, anything can happen in the world of Harry Potter.
